5. Policy vs. Practice
Culture is not defined by what appears in the employee handbook. It's defined by what the organization consistently allows. When written commitments conflict with lived experience, employees stop believing the policies. They start believing the practice.
The Cost of Contradiction
Contradiction is not an abstract concept. It creates measurable cost.
Excess Turnover Cost
Employees leave not because of the work itself, but because the organization's inconsistencies make success unnecessarily difficult. A resignation is seldom caused by one contradiction. It is usually the final response to many.

In contradictory organizations, employees must first interpret the environment before deciding how to respond. They ask which priority is real, which metric carries the greatest consequence, what their manager actually expects. Each question creates delay. The drag is constant.
